Privatisation and Utility Sector Reform Programme

The
Privatisation Unit (PU) under the Ministry of Finance, Planning and
Economic Development is implementing a programme of Reform and
Divestiture of the Public Enterprise Sector.
Part
of these reforms in the Electricity Sector led to the creation of the
Electricity Regulatory Authority (ERA) which is charged with regulatory
oversight in the sector. The PU now wishes to support ERA in funding
Consultancy Services to carry out the above-captioned study
The
country is currently faced with electricity shortage, which has
resulted in power rationing during peak hours and this has had a
negative impact on Power Consumers. The current energy deficit is
estimated at eighty (80) megawatts during peak times. There are however
currently a number of privately owned generating sets in the country,
mostly thermal (diesel) with varied capacity. ERA therefore wishes
assess the feasibility of supplementing the grid power with this
currently off-grid private generation capacity.
The
Privatization Unit now invites eligible consultants to indicate their
interest in providing the services. Interested consultants must provide
information indicating that they are qualified to perform the services
(brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.
A
consultant will be selected in accordance with the procedures set out
in the Public Procurement and Disposal of Public Assets Act and
attendant regulations.

Expressions
of interest clearly marked “Expression of Interest for the
Feasibility Study on the Supplementation of Grid Power with Off-Grid
Private Generation Capacity†must be delivered to the address below
